Searched the logs with
git log -S'function system_admin_menu'and as far as I can tell this is outdated. I trust someone to correct the status if that is incorrect.

The System module is burdened with all kinds of funky stuff, let's continue the work of making it lighter :)
Now that we have a new module that deals with menu items, we can move some of the funky stuff to it (e.g. system_admin_menu_block() and friends).
Write a patch.

Menu link will not be a required module anymore and "system" menu blocks will have a new home.
