Chrome wont load create / recreate when features override is enabled

I was pulling out my hair on this one.

I have features, features tools, and features override installed

'Create feature' would not load
I tried in Firefox and it loaded
I then realized it was chrome specific
then I disabled modules and found that when I disabled features_override that it was enabled
