Mark edited comments as new comments.

If we edit a comment, this comment is marked as new, but in the node view we don't know that there's a new comment because it seems that only new comments are shown when a new one is added, not an older is edited.

So with the patch we can verify if a comment is edited, so we have a new comment to view.

If we create a new comment and we edit this comment, with this patch only 1 comment will be added because it verifies this situation.

I could add the test if community thinks that this is an interesting feature.

    Thank you for sharing your idea for improving Drupal.

    We are working to decide if this proposal meets the Criteria for evaluating proposed changes. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or there is no community support. Your thoughts on this will allow a decision to be made.

    Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
