In working on a new theme with many regions that are custom I ran into the fact that context is pulling all of the regions (disabled or enabled) into the UI. This makes it less than user friendly in order to know what regions are where. I know having a region disabled but enabled in a delta is used often but the ability to designate a disabled region as "unavailable" would keep them from cluttering the interface of other UIs.
Thoughts on this? Not sure what difficulty this would take, I'll have to look into where context pulls the array of regions from and see if we can intercept.
