Clean up options module

As stated in _options_form_to_storage '0/1' values should be transformed into the 'on/off' values but it doesn't happen.

Using git log -S_options_form_to_storage I found that the block of code in the latest patch was removed in #1751234: Convert option widgets to Plugin system → .

And since, no one has responded to the request for more information 8 months ago I am closing this as outdated.
