Add a drop-down menu to core for second-level links in Main Navigation

Problem/Motivation

When users create second-level menu items in the main menu, they are lost and it's not clear that an additional module is necessary to see the links that were allowed to be added using core alone. We ran into this issue in the Goolge Usability study (participant 8) when someone placed a menu item as a child of "Home" but was unable to tell that's what happened since the link was immediately lost.

Proposed resolution

If we were to include a drop-down menu in core, we would be able to display second level links on the main menu in all core themes. Additionally, we could re-use the interface pattern for drop-down menus for the administration menu as well (but that's a whole other issue)

Remaining tasks

- Agree to include a drop-down
- Add HTML + CSS + JS for drop-downs
- Re-wire all core themes to use drop-downs for the main menu so all links will be visible

    Thank you for sharing your idea for improving Drupal.

    We are working to decide if this proposal meets the Criteria for evaluating proposed changes. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or there is no community support. Your thoughts on this will allow a decision to be made.

    Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
