Should we close this and create a new issue for the 2.0.x branch instead?

From a NewRelic support agent:
If and when you do enable browser monitoring again, please ensure that the browser agent code runs as the first script before GTM as we have observed that running the browser agent script after GTM can sometimes interfere with the agent working the way it's supposed to.

Since Drupal 10.2 added the content-length header ( https://www.drupal.org/node/3298551 β ), automatic injection of the RUM JS by the New Relic APM PHP agent is disabled, see https://docs.newrelic.com/docs/apm/agents/php-agent/features/browser-mon....
Auto-instrumentation does not work when the HTTP header field Content-Length is set. To use browser monitoring in this situation, disable auto-instrumentation and manually insert the JavaScript header and footer into your templates.
This may mean a solution like this becomes the next most sensible way to add the RUM JS.
