After setting the maximum length of a text field you cannot change it.
1. Enable increasing the value;
2. When arrempting to decrease, warn the user for possible loss of data (but let her indeed make the change).

A more complete solution is being worked on in ✨ Field type modules cannot maintain their field schema (field type schema change C(R)UD is needed) Needs work . I think effort should be put in over there. I am closing this as a duplicate.
