Within the Working with languages handbook, there is a guide dedicated to i18n.

Since a lot of submodules are involved, we should have a page for each.
I know this is documented in the Help section, but we should focus on a user perspective, with one or two user case per module.
In my opinion, this should answer the user question "What submodules of i18n should we activate?"

Missing documentation
(Drupal 8 Multilingual Initiative) is the tag used by the multilingual initiative to mark core issues (and some contributed module issues). For versions other than Drupal 8, use the i18n (Internationalization) tag on issues which involve or affect multilingual / multinational support. That is preferred over Translation.
