@Paul Simard, thanks for the idea. There hasn't been interest in this idea in the past 11 years. Therefor I am closing this issue.
There is a lot of Drupal's learning curve that is steeper than necessary, I've found. The online documentation appears to be the most current source of information, but it's difficult to find exactly what you're looking for in a timely fashion. I had a bit of an epiphany thinking about this, while working on another project.
Set up a series of Roles, such as Site Builder, Developer, Webmaster, Themer etc. This is useful because it would serve as a means to filter out much of the chaff when searching for documentation.
As time goes by, permit each documentation topic to have information organized specific to each role. The Site Builders would see information directly related to their task, the Developers would see what they need and so on. It could be implemented a couple of different ways. Either a sectioned structure to the document, or perhaps a combo box that would allow selection to alternative document views depending upon the role needed.
This could be a major effort, but I was thinking that it might be best beginning with 8.x, then perhaps, backporting to 7.x.
As mentioned above, a combo box selector to select the role of the reader could drive the view of the documentation.
