This patch still cleanly applies on Drupal 10.3.5 and addresses a longstanding bug I just encountered. It is also not an isolated incident, see this thread:

I ran into this issue as well, and I am glad I am not the only one with this problem. I did a bit of digging into the Drupal core bug queue and the old patch from this thread: https://www.drupal.org/project/drupal/issues/3079150 📌 Menu ui link defaults should be loaded from node language Active fixes the problem for me. Posting this in the hopes it helps you or anyone in the future who stumbles on to this thread from Google with the same problem.
