It look like this form is being run as part of the installation;

docroot/modules/contrib/cohesion/src/Form/GoogleMapApiKeyForm.php

Which being run because we had acquia_cms_development in the profile. Which looks we don't actually need.

Hey I just tried your patch which work ok and got rid of "use text format full_html"

But we are still getting this error

Adding non-existent permissions to a role is not allowed. The incorrect permissions are "use text format cohesion"
