I had this issue because I was running composer as root by mistake, and in turn that disabled the plugins in composer. Running composer as a normal user fixed the issue.

It seems to me this error message is a symptom which can have many different causes.

I can confirm #89 works for my D7 test case (node reference from a term view) - thanks :)
