1. dump a SQL file for the table;
2. truncate the table;
3. edit the field length;
4. restore the data.

I've done this by temporarily editing SqlContentEntityStorageSchema.php.

• On line 1728, change: if (!$this->storage->countFieldData($original, TRUE)) {
  To:     if (1 == 1) {
• And comment out lines 1755-1757
