I see confirmation in place with the company that the new hire is meeting goals. Maybe consider having the new hire verify the company requirements are actually being met. Is it a paid position? Is mentorship available? etc.
This should reduce the chance of companies being able to skate the system, so to speak, without actually meeting their requirements.
