This issue is still present with core versions 10 & 11 but may be closed. There is now a patch available to update the thumbnail at https://www.drupal.org/project/drupal/issues/2983456 ✨ Expose triggering update of media metadata + thumbnail to end users Needs work which is actively being worked on as a major issue.
