We ran into same issue on Drupal 10.3.9 after uninstalling the Paragraphs module. We had set some permissions but not created any paragraph types yet. Error message said The incorrect permissions are "administer paragraphs_type labels". The GUI-based solution in #27 solved the problem - we exported the config for the Administrator role, deleted the offending line, and re-imported. Thanks to @sidgrafix for such clear instructions.
