@OrkutMuratYılmaz, when i rebuild the cash using drush it changes the permission of css and js folder inside the default/sites/files folder to 775 i need the permission to be 777

Un-commenting and changing this in settings.php solves my problem but why does this occur in first place?

$settings['file_chmod_directory'] = 0777;
$settings['file_chmod_file'] = 0664;
