Thank you for your response.  Yes, I have tried all of the twig file name suggestions.  I have double-checked it many times.  

What I have done to solve it, at least for now, is to uninstall the theme that is overriding my custom user page files.  I simply went into admin/appearance and disabled General UIKit.  That theme does not seem to have been in use, anyway, so this solution will work to get the new user pages up and running.  However, it still is a mystery why that theme was overriding the custom user pages.
