For me it wasn't working either, that is, there was no "Submissions" tab on the profile page for users (only for Administrator, /user/1/submissions). But if you enable the "Access the webform user submission page" permission (under /admin/people/permissions), then the "Submissions" tab shows up for other users as well, and I get to see only the submissions (and drafts) for those webforms for which I have set the "View own submissions" set in the "Access" tab of the webform for the Role and/or User in question. So could you check if these are all set?
