Use a ternary for the conditional instead of if/else.

I had this issue when I was manually updating my D9 site from 9.5.3 to 9.5.8. I did some digging and found that when I had downloaded and extracted the compressed 9.5.8 folder, that the user module in /core/modules/ was missing due to issues with the extraction even though my windows desktop didn't tell me there were.

If this isn't the case for you, then look in user.services.yml file of the core user module and see if you can find 'user.data' services was present.
