Also having this issue with Drupal 10.3, PHP 8.2
I have a development/testing environment and upgraded one to 10.3. After I pushed code to the testing environment and exported/imported configurations, there are several that will show up with 'drush cim' even after it imports. Reviewing the configuration differences from /admin/config/development/configuration/ shows that the differences are mostly just order changes of the parameters.

#5 has a point about the order changes, but I think Configuration Manager should be fixed to either ignore the changes to order when identifying differences, or it should update the config item order as well so it matches the config being imported (thus no differences).

It is confusing to see items still needing to be imported in the CLI when there are materially no changes, and the only suggestion is to view the diffs to see if there is really a material change that needs to be imported (seems redundant)

I am also experiencing this issue using Drupal 10. I think acbramley's screenshot accurately describes the issue, but I attached another in case that helps. Using the checkbox in the table header selects all the items, but still shows "Selected 0 items" and cannot apply any actions (button remains disabled)

Drupal 10 compatibility would also be helpful. I ran into an issue where this would be useful on a site I am working on as well

It appears that the issue is actually for each SHS field I also have a dropdown below it that displays all taxonomy items - I am not sure if that is intended or a bug. It seems that it is combining "Dropdown" view mode with "SHS" - the SHS displays on the top, and below it displays a Dropdown even though I didn't select that.

If I switch to Dropdown, enable the checkbox for displaying a hierarchy in the dropdown, then switch back to SHS and save this does add a hierarchy in the "cumulative dropdown".

I am not sure if this is a bug or feature request at this point, but it does seem odd and there may be some conflict between SHS, Core, or possibly Client Side Hierarchical Select causing the issue. At this point it is fine since I have a workaround, but should be looked at.

I think the priority on this one should be higher - Structure Sync doesn't provide mcuh value if it won't import the whole taxonomy in this common scenario.
