I was facing this issue in [bs4].
New Boostrap 4/5, you should update paragraph--bp-accordion.html.twig.
The attributes are data-bs-toggle, data-bs-parent, and data-bs-target, pay attention to the -bs- in the middle.

Comment #3 is working as expected.
using hook_action_info_alter(), we can sort the view bulk actions.
