Not sure if this is related, but I faced a similar issue. The "Tabs" menu (local tasks) seems to be cached and been displayed in every page, exactly the same. For example, in node 10, the Edit and Delete tabs were redirecting to another node (e.g. node 11). Also, the same cached tabs menu was appearing in pages where it shouldn't be.
After clearing the cache, everything worked as expected.
This happened two times in the last month. Drupal 10.2.3 and PHP 8.3.
