It's not a view. It's a form in the taxonomy module called OverviewTerms.php.

I don't know. All I know is I can't get to the overview page for taxonomy vocabularies. There must be a pager on it and somehow the limit is coming in as zero. I suggest putting a breakpoint on line 78 of Pager.php and then going to a vocabulary overview page then trace back and see. I just made this issue because I need the patch url for my composer.json file. If it helps anyone, great. If it's not a bug happening for anyone else, idk. I don't have anything special in my project.
