Just saw a post for the same issue. Instead of upgrading to 3.0.0, I upgraded to 3.0.4 without any issue.

Thanks for the quick response. I cleared the cache and successfully upgrade Require Login to 3.0. When I updated the database, got the error below. Pleas help. Thanks!

Failed: Symfony\Component\DependencyInjection\Exception\ServiceNotFoundException: You have requested a non-existent service "language.config_factory_override". in Symfony\Component\DependencyInjection\ContainerBuilder->getDefinition() (line 1030 of E:\drupal-project\vendor\symfony\dependency-injection\ContainerBuilder.php).

max_shen → created an issue.
