@frankangelone THANK YOU!!! I was using cmd.exe. I switched to git bash and it installed no problem.

I've followed this thread's advice but ended up with an error. "Could not apply patch! Skipping. The error was: Cannot apply patch https://www.drupal.org/files/issues/2023-08-02/tome_drush12-support.patch → "

Does anyone have any help they can offer?

After spending way too long on this yesterday, I found the solution. I had PHP 8.2.11 loaded globally. XAMPP was running PHP 8.2.0. By changing the path in windows environment to the PHP path to xampp and deleting the newer version path to PHP on my computer, I am now able to run drush.
