To me it seems like the ideal would be:
- Keep reference by file id option, but make it only accept file id
- Keep reference by file uuid option, but make it only accept uuid
- Add an option to reference by image url that has the current functionality.

This would also solve the tangential problem that right now if you map a url to the field and reference by file id it will use the same file if multiple have the same file name and won't if you reference by uuid. This is technically a different issue though
