To provide more context here. I just tested this on a drupal 11 website and works as intended. The issue I was experiencing is on Drupal 10.4.3, php version 8.2.27. So it seems to be a bug with that specific version.
Are you able to share your test form so I can see how its working?
Here are the steps:
1 - Go to this link: https://medsites.vumc.org/
2- Go to the section titled: "Explore our Center, Lab and Program Sites"
3 - On the left column select any of the options "Allergy Pulmonary, Cardiovascular Medicine".
4 - Do not click apply button.
Ideally, the way this should work is that as soon as you make any selections from the left column. It will update the right side without having to click the apply button.
Once you click apply and make more selections the auto-submit starts working. It should work from the very beginning.
I have attached google drive links that have images of my view and how it's set up. You will see that the option "Enable auto-submit" is checked and "input required" is unchecked.
