I encountered this problem as well, but for me even with the hash_salt value included in settings.php I was still receiving a prompt to put in the password.
If I added $settings['config_sync_directory'] with a path to the settings.php, I no longer received the screen with the database connection prompt and the installation happened automatically.

Thank you for sharing--this was very helpful. I have struggled with understanding how to develop while leaving the content on a live/production site untouched/unaffected after the initial development cycle and this workflow helped clarify that for me.
