Many thanks @bearstar. The problem was with Imunify360 for me too. 'Ignore all rules for file' for ../includes/filetransfer/local.inc sorted it and I can now perform updates again. :-)

I'm also experiencing this. When a new version of the module is identified by Drupal and I then try to update it gives this error. At first I thought it might be something to do with file permissions on the tmp directory but I have tried with 777 and even removing the htaccess file but no joy. Could it be related to a change in PHP version on the host? I'm on 7.97 with PHP 7.2.34.
