Did a fresh install. Sogar it is working. Must be an issue with permission migration.

There is no additional PHP module installed.
It appears to be a permissions issue after migrating from Drupal 7 to Drupal 10
Not sure what to do about it.

Frankly I am not sure that it is a bug or wether I did something wrong. Should I change it to a big report instead?
