...How does one find out if the webserver is a member of "group?"  Ask web hosting tech support?

In the directory that works correctly, containing the older Drupal core, that directory "css_injector" was set to 775 and same follows through with the attempted newer D7 update directory. Why might it generate this error now, when the permissions seems to be as needed?
