The method isBlockUsedInEntity is no longer in 2.13.
Looking at the diff between dev and 2.13 I see a small license change, but nothing else.

I might be missing something, but on a clean install of Drupal 10.3 I ran into this issue.
The options mentioned in #8 are good checks, but not relevant for my tests.
I have only installed Drupal 10.3 and the domain (+ access + content) module. No custom or other contrib access modules are installed.
Patch #17 resolved my issue, but I might be missing something? Is the 2.0-beta1 tested against Drupal 10.3?
Not sure what to do with the version for this module, but since this contrib module has a core patch hardcoded only Drupal 10.x can be supported and thus this module has a direct dependency on Drupal 10.
