Mine has been doing this for the last two updates. I have to copy zip file for each modules to the modules folder, delete the old folder and unzip it. And hope there are no other changes. Sometimes it disables the module.
I am currently stuck on Drupal 9.2 and I dare not do any updates.
PHP 7.2.34
I did change my hosting recently, and I assumed this was about permissions or a PHP module switched off. I'm quite relieved to see there are developers working on this.
