I am removing a duplicate issue tag. I apologize for bumping this issue.
In the function _date_field_instance_settings_form, in the $form['default_format'] array under #description, @date-time-page is hardcoded to send users to a clean URL.
I'd offer a patch, but I'm not familiar with Drupal 7's backend and can't dive in right now.
