Split Public/Private option off from Checkbox for audience option

It took me forever to figure out why only admins/group members could see new posts created in groups until I realized that the option to have a checkbox for which audience you want your post to be for is tied to the option for public/private posts.

In my situation, I would like users not to see the audience checkbox, but also have posts default to public. This does not appear to be possible with the current OG access set up.

I don't think it's intuitive that these things should be linked, and I think it should be changed in a later version.
