Override Block Titles Via Context UI

HI,

I know you can override the block titles from within the normal block admin section. But when you export your Contexts into a Feature, and the given Context is enabling blocks provided by other modules, it doesn't export the custom title you specified in the block admin section. I recommend the ability to override block titles from within the Context UI, that way we can export them.
