IMHO the current manual listing is not scalable when you have thousands of nodes. For a node, manually featured nodes are most likely unique and creating a new block per node will just result in thousands of blocks. I think the manual listing belongs to be stored with node itself. Perhaps as a cck field.
The current implemenation is definitly simple but will mainly work for smaller sites.
