Add help text to project release admin page to warn about marking branches unsupported and the impact on update status

See #313827-24: make it possible to not have *any* branch recommended โ†’ for background. Basically, when webchick marked the 7.x branch of core unsupported (so 7.0-alpha1 didn't show up as a "recommended" release on the core download table), update status started freaking out since it thought all 7.x releases were unsupported and dangerous. :(

I'm fixing the UI bug so you can have new branches like this with alpha releases that are "supported" but not "recommended". But, it'd still be nice to add some d.o-specific help text (probably in bold) that marking a branch unsupported not only makes it disappear from the download tables, but any sites running update status will warn users their release is unsupported, etc. Since this is completely specific to d.o (or other sites that happen to run project* and serve update status XML), it belongs here, not in the default help text from project_release. Luckily, I had made that help text a markup form element, so it'll be trivial to append to it via hook_form_alter().
