First of all,
Feature request to have the ['locale'] form, a.k.a. the "language settings" form have a permission check, because perhaps we don't want to give all users the option to change their language. I'm trying to think of a use case, perhaps:
Jo is part of the Klingon speaking group at Star Trek Lover's web site. Star Trek Lover's web site has only two languages, English and Klingon. The administrators of STL don't want to let just anyone set Klingon as their default language, only the true fans who have more than 1000+ forum posts. Thus, they would like a permission setting for the language settings field. Then, they can code a custom contrib module which gives users that permission once they have completed some task like 1000+ posts.

While not the same solution, the language switcher block can be shown only to designated roles.
The proposal doesn't met the Criteria for evaluating proposed changes → . In this case, there is not demonstrated demand and support for the change.
