Ability to add noscript code

I just created exactly the same module as this one! However, I had a couple more features....

One of which was the ability to inject some <noscript> content to allow scripts to work for non js enabled browsers. A lot of sites that provide 'tracking code' also provide a noscript alternative - usually this just inserts a 1 px image or an iframe.

There should be noscript textarea for each rule, allowing you to insert this noscript content. I used hook_footer to insert it at the bottom of the page.
