Toolbal module and AssertionError: Bubbling failed

After updating to Drupal 11.3.0, the following fatal error occurs on all non-admin pages.
AssertionError: Bubbling failed. in assert() (line 660 of core/lib/Drupal/Core/Render/Renderer.php).
With Drupal 11.3.1
AssertionError: Bubbling failed. in assert() (line 659 of core/lib/Drupal/Core/Render/Renderer.php).
Admin pages work well.
This error happens only with the installed Toolbar module.
