- Create the service to handle the Conductor's Draft limits
- Use the conductor_draft_map as the Single Point of Truth for draft usage.
- Use config API to set the threshold.
- The threshold should be restored on January 1st (probably using the created column).
- Add to drupalSettings.conductor the draftsAvailable and draftsRemaining variables.
