Connect Create Title component to real API data

Problem/Motivation

This is currently using a v1 API endpoint, pending Conductor updating their API

  • Update the draft title when a new title is entered, this is also currently missing an API from the documentation
  • Finish the set of associated vitest tests
  • Needs a Playwright integration test
  • Re-enable the rest of the draft ID test in DrupalSettingsFunctionalTest::testAccountIdInDrupalSettings
