Need a dda_archive fallback for remote files

Problem/Motivation

Under the configuration of either

• Local AND remote storage enables with local having a shorter retention policy
• Only remote storage

THere is a chance that an archive file(s) will not exist locally and will only only exit on remote. So a fallback is needed when a file(s) are asked for that do not exist locally.
