adjust cron timing for annual

Problem/Motivation

The current cron timing for creating annual archives is The first few hours of Jan 1st. This leads to a problem with sometimes needing to subract a year from the date. Also creates a window of possibility that A Jan mornin dataset will end up in the archive early.

We should be archiving in the last hours of Dec 31.
