Implement pagination on API

Problem/Motivation

The current api endpoints give data as though they are implementing pagination, but they are just faking it. Right now they rely on no pagination limits.

We will want to set a pagination of 500 items and support query parameters.

Acceptance Criteria

1. Query parameters for page size, and page number (or maybe offset) are supported
2. cache tag includes page size and number are supported.
3. A maximum page size of 500 exists
