Configure new purger with correct JWT Path

Problem/Motivation

The new purger loading the Pi-Notary token must:

  • Check for the ENV var ACQUIA_SERVICE_IDENTITY_CONFIG – if it is set use the path defined in the ENV variables value.
  • If there is no ACQUIA_SERVICE_IDENTITY_CONFIG variable present, fallback to loading the file at the path /var/run/secrets/acquia.io/workload.json for loading the token.
