Problem/Motivation

When individual archives save, the pattern should be
`dataset-archives/individual/[dataset-id]/[dataset_id]_YYYY-mm-dd_filename.csv`

Theme should be
`dataset-archives/theme/[theme-id]/[theme-id]_YYYY-mm-dd.zip`
annual theme should be
`dataset-archives/theme/[theme-id]/[theme-id]_YYYY-annual.zip`

Keyword should be
`dataset-archives/keyword/[keyword-id]/[keyword-id]_YYYY-mm-dd.zip`
annual keyword should be
`dataset-archives/keyword/[keyword-id]/[keyword-id]_YYYY-annual.zip`

Annual archives should be
`dataset-archives/annual/YYYY.zip`
